The Monitoring, Evaluation and Reporting Specialist, NOC, TA will support UN Women's Country Office in Ukraine to advance gender equality and women's empowerment by providing technical support in monitoring, evaluation, and reporting. Contribute to the CO programme formulation:
- Provide quality assurance of program documents to meet SMART criteria.
- Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans.
- Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research Plans (MERP) with the UN Women Strategic Plan.
- Provide strategic guidance to partners and the CO in developing Performance Monitoring Frameworks (PMFs).

Oversee monitoring and tracking of results:
- Coordinate with the CO staff for the monitoring and review activities of the CO Strategic Note.
- Ensure the effective use of UN Women Results Management System for monitoring purposes.
- Ensure data collection and analysis from field visits are coordinated and standardized across programs.
- Monitor data from partners and draft regular management briefs to inform decision making.
- Visit partners to support monitoring of results and planning processes.
- Develop and monitor the COโs Monitoring, Evaluation, and Research Plan.

Oversee reporting of results:
- Coordinate and provide technical guidance to the Country Office in meeting internal and external reporting requirements and deadlines.
- Provide substantive guidance to the CO team and assist with finalization of donor and program reports.
- Ensure use of relevant evaluation findings, conclusions, and recommendations are incorporated into program reporting.
- Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting.
- Ensure the availability of data for country, regional, and global corporate reports, mid-term reviews, and final evaluations.
- Provide inputs into briefing notes and talking points based on the data, evidence, and knowledge collected through UN Women programming in Ukraine.
- Contribute to the COโs strategic communications of results.
- Represent the country offices in monitoring and evaluation working groups in the context of United Nations Sustainable Development Cooperation Framework (UNSDCF) and contribute to UNCDSF reporting.

Provide technical support to the Country Office in the implementation of the UN Women Evaluation Policy:
- Provide technical support to the implementation of UN Womenโs Evaluation plan at the country level.
- Provide guidance to the CO programme staff on evaluations and support and guidance on the development of relevant management responses within six weeks after evaluation processes are concluded.
- Ensure communication between the CO and RO regarding evaluations.

Contribute to knowledge building and capacity building:
- Identify and disseminate good practices, lessons, and knowledge as identified through program implementation, monitoring, and evaluation activities.
- Develop capacity development tools, including training materials and packages for staff and partners in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E), and deliver trainings as required.
- Manage the development and dissemination of good practices and lessons learned on results-based monitoring and reporting.
- Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning, and development activities.

Education:
- Masterโs degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.
Experience:
- At least 5 years of progressively responsible experience at the national or international level in results-based monitoring and reporting on development and/or projects/programmes.

- At least 2 yearsโ experience working in a development and/or humanitarian country context is required.

- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
