Sounds like you're having the same issues I did, was hoping with your position at xoops you'd have better luck. This is why I ended up learning as much as I did about php and such in the first place...
I guess getting quotes (with turnaround time) from Inbox and Instant zero will have to do for now, meanwhile keeping an eye on bug fix releases from the original dev, it didn't sound like there were gonna be any, but as it often is with xoops, someone else may come up with the fix.
Chase and Kyle sound like the ones who could rock this CMS, so keep tabs on 'em. I may also stop in at the local city college and see what they have for internships etc. there.
I remember James from a cpl yrs ago, exchanged some emails (xoopshelp.com or somesuch? nice guy), I used an article on xoops seo to rework themes. For the record, I'm now the best seo guy u know, client site big canyon music went from buried by an old establish festival, an old established country club and an old established resort in GA with the same name (buried meaning page 14 on google for 1 page on 1 of the search phrases) to being #1 AND #2 (or is the indented listing considered #1 1/2?) for ALL the relevant search terms in under 2 months. I started out as an seo for porn back in 1999 when Excite and Alta Vista (Alta who?) were kings of the search engines and only dorks like me had ever heard of google & DMOZ, try getting page 1 for blow job some time, hehe...
Like the new theme btw, I have some layout suggestions as per ur request if u still want. I'll be gone most of today, meeting client (miracle media) to discuss new site that'll need the cafe press pro or print nation modules, so we may have a start date for that soon.
OK, I admit it. So far striking out here with a big goose egg. The 2 guys I was planning to use at work say they cannot plan anything until March (when they graduate). Working 8 hours then another four at UF. The other person I have worked with before James Morris (the best SEO guy I know) now works for Inbox and refers me there for any work.
I tried another I have heard of, his reply is before I can discuss I need to know your budget (lol - budget = <$1 till I give a job). God these people drive me nuts.
And another never contacted me back. For now I would have to suggest either Inbox Solutions (probably best communicators) or Instant Zero (great devs, but French their first language so communication can be an issue at times).
I will have to wait it out for Chase and Kyle from work. And from the work I see them do on a daily basis, once they get free, we will have available 2 great PHP/AJAX devs. They are fast and highly creative.

All but one, I think, of the navigation blocks caused blank pages.
As I recall, some of the functions to add/edit/post content were also not showing up, again I'm not 100% sure how many or which as I didn't use it for long. What can I say, so I'm a little senile...
Oh, let me know who you're planning to use, I did look at a few dev sites (InBox etc.) even contacted a cpl who never responded, I'd like to avoid poor communicators...
Could you please describe the bugs (I think you mentioned with the menu system of content) on the newest version. This is so I can give the developer a detail of where to look.
